New custom card: Elemental HERO Vigilante Neos

I found out today via Reddit that the Yu-Gi-Oh! community has uncovered court documents that might solve the mystery of why Elemental HERO Air Neos hasn't had much in the way of reprints compared to other Neos Fusion Monsters. In honour of the occasion, I thought it would be fun to create a custom card based on Ravedactyl, the comics character that Beyond Comics Inc sued Konami over because of Air Neos's resemblance to it, as well as the situation surrounding Air Neos.
